No, this is a non-adhesive nylon strip. It stays in place through tension and the pressure of the tire and tube, which makes it much easier to remove or adjust during maintenance compared to adhesive options.

Yes, this strip is designed to facilitate tubeless conversion. Its refined, narrower profile helps create a clean interface, though you will still need to use appropriate tubeless rim tape to seal the spoke holes and create an airtight system.

The drilled-out sections are a weight-saving feature. By removing material where it isn't structurally necessary, Surly reduces the overall rotating weight of your wheelset without compromising the protective barrier needed for your inner tubes.
